Due to the Australian Constitution and delegation of governance to individual states, it is possible that individual state governments may completely ignore any federally introduced legislation requiring them to adhere to a national modification framework, therefore state governments must be contacted to ascertain their commitment to adopt a federally managed national modification framework.
